Nuclear weaponry: not just for superpowers anymore. We used to have detente and a mutually assured destruction which through stalemated competition kept anyone from getting ahead. Now the JCSA has taken the clear lead, taking with it its allies and at least one unallied state. Currently the question of Iraq owning nuclear weapons appears to be bothering the USA, but it hasn't managed to stop Israel from building a nuclear force as well, causing Iraq to feel a need to compete with its nemesis in the region.
